UTF-8站点中的Windows-1251文件?

大家好,网络设备大师:) 我的站点采用UTF-8编码。问题是有些歌曲的标题采用Windows-1251编码。在我的站点中,它们显示为“”。。。 有没有已知的方法告诉这个包含“lastplayed.php”的div使用windows-1251编码? 还有其他建议吗?

注意:带有抓取脚本a.k.a.“lastplayed.php”的文件被转换为UTF-8。但如果是ANCII,结果也是一样的。我试着用windows-1251将和元标记放在头标记之间,但什么也没发生。
